Hotels on the Gulf Freeway and in the Texas Medical Center look close on a map but require crossing I-45 or a freeway feeder with no pedestrian provision, so none of them qualify.

The University of Houston campus is ringed by I-45, State Highway 288 and rail yards. Inside that ring the sidewalks are continuous; outside it, they end at freeway ramps. That leaves the on-campus Hilton as the only bed that clears our rule.
Note: September kickoffs in Houston are hot and humid at any hour — the campus route has patchy shade.
